Foreclosure on the decline - REALLY?

Recently the Colorado Division of Housing has reported the first quarter foreclosure inventory rate is 2.76%. This is the lowest rate since the first quarter in 2008.

Is this report enough to make you feel better about the foreclosures surrounding us in Pueblo? What is you personal opnion on the foreclosure market here in Pueblo?
